Abstract

The invention relates to currency notes, and more particularly to the design of banknotes with improved protection against counterfeit and fraud when in circulation. The present notes consist of two halves which are separated by a one-off tear line into a red (+) left-hand "owner" side and a blue (-) right-hand "guarantee" side. When aligned, they should match and can be temporarily fastened together using an adhesive tape or Scotch tape. Payments using the present guarantee currency are settled according to the follow principle: upon entering into a contract for the execution of works to a certain quality and deadline, a client and a contractor exchange blue (-) portions of their respective guarantee notes, the client to a value representing the total cost of the works, and the contractor to a value representing an amount several times higher in order to guarantee fulfilment of the terms of contract and payment of any penalties for delay. This eliminates the possibility of either party cheating the other. Upon completion of the works, the client fulfils payment to the contractor using the remaining red (+) owner portions of the notes. At the same time, the client hands back the blue (-) "guarantee" portions of the notes. The use of the proposed guarantee currency based on separate portions of notes renders counterfeit, theft and improper use of such notes more difficult. The currency does not require armed protection. Accordingly, the security requirements with respect to the storage, transportation and sending of such currency are reduced. This makes it possible to increase the denomination of the notes by ten times or more, thus reducing the amount of paper money in circulation. At the same time, the quality and timeliness of the execution of contractual obligations and payments is improved. The possibility of fraud and the fulfilment of illegal cash transactions is reduced.

Description

Guaranteed money
The field of technology. The invention relates to banknotes, specifically to the design of banknotes and can be used in a cash cash circulation system.
The level of technology. Known banknotes (credit money) with protection against counterfeiters / 1-3 /, made in the form of a rectangular bill, containing a paper or textile base with watermarks and other security elements from counterfeiting notes. On the front and / or back side of the bill visually readable and machine-readable identifiers are made. Visual identifiers include the name of the bank, face value, series, number, release date, color and a memorable image that distinguishes banknotes of various denominations. Machine readable identifiers, in addition to protection against counterfeiters, are used for automated identification, packaging, banknote accounts, cash processing and cash accounts. They are made in the form of bar codes, in the form of magnetic films, optical holograms, thin-film integrated chips deposited on the surface of banknotes, and duplicating visual identifiers in the corresponding digital codes.
The disadvantage of known money / 1-3 / is their accelerated inflation (depreciation) associated with the uncontrolled issue of cash. This is due to the population storing cash "at home" due to the distrust of the population, primarily pensioners, to commercial banks, to the prevailing practice of their bankruptcy and the loss of accumulated money. The amount of money withdrawn by the population from economic turnover is not known in advance. This may additionally use grassroots private banking institutions that have received the right at the national legislative level to personally or informally conduct uncontrolled issuance of "supposedly missing" cash in the regions' economic turnover with "electronic money", establish their own exchange rate of national money for currency and unchecked export (through “Offshore” banks and commercial firms - one-day) foreign currency to foreign banks for “non-inflationary” storage of foreign currency funds in the interests of the thin oligarchic elite of private financial and criminal structures. Accelerated inflation of national banknotes, in turn, accelerates the crisis of the national economy and worsens the material well-being of the country's population.
To combat this negative phenomenon, historically, for example, during the NEP of the 20s of the last century, they used national “non-inflationary” cash based on precious metals in the form of gold and silver coins, which excluded the need to export them abroad for “non-inflationary” storage .
The disadvantage of this cash is the complexity of protection against counterfeiters in the context of the popularity of modern technologies for casting, branding and alloying of cheap metals, which differ little in weight and appearance from gold and silver.
Known banknotes with protection against inflation and counterfeiting / 4 /, made in the form of a denomination of a rectangular shape containing a plastic base with watermarks and other protective elements from counterfeiting notes. To protect against inflation, banknotes are made in the form of two integral parts, including the head and tail. On the head of the bill is an image of the head of one of the memorable symbols of the flora or fauna of the country that produces the notes, and on the tail of the bill is the final image selected character. In this case, the tail of the bill contains a plate of precious metals connected to the plastic base by hot pressing. The cost of the bill is determined by the weight of the precious metal and is quantitatively displayed on the front and back sides of the bill in gold carats.
A disadvantage of the well-known banknotes / 4 / is the difficulty of protecting them from theft and fraud during the economic circulation of banknotes and in the performance of contractual obligations and settlements on them.
It is advisable to create banknotes guaranteeing their protection against theft and fraud during the economic circulation of banknotes, including the fulfillment of contractual obligations and settlements on them.
In the prior art, such guarantee money has not been identified.
The objective of the invention is to improve the quality and timely fulfillment of contractual obligations and settlements on them with banknotes, making it difficult to counterfeit, theft and misuse, while reducing security requirements for the storage, transportation and transfer of cash.
The technical result of the invention is the creation of previously unknown design guarantee money, providing a solution to the problem.

Description of the invention in dynamics.
The algorithm for using guaranteed money in economic turnover is presented below on examples of their use: in fair retail trade (example 1); in market trade (example 2) with products of unknown quality; in the service sector (example 3) and in the banking sector (example 4).
Example 1. The circulation of guarantee money in retail.
When buying goods from a seller known to the buyer of goods for their integrity and quality of goods sold, the exchange of goods for money does not differ from ordinary commodity-money relations. At In this case, the owner of the guarantee money pays for the goods fastened together with adhesive tape (not shown in the figures) the owner's 3 and guarantee part 4 of the denomination, not less than the value of the goods. If it is necessary to issue change, the seller returns the difference between the denomination of the bill and the price of the goods with similar whole-prefabricated guarantee money of a lesser nominal value. In case of suspicion of dishonesty of one of the parties when conducting a trade transaction regarding the quality of goods or money for a large amount, the interested party proposes settlements according to example “2” in order to get time to check the falsification of goods or money.
Example 2. The circulation of guarantee money in market trading.
Market (bazaar) trade due to the transience of operations and the lack of guarantees of the quality of goods and money is fertile ground for thieves, scammers and counterfeiters. Moreover, there is a high probability of loss of money or goods when using "monolithic" banknotes.
3.  This problem is easily solved by using instead of “monolithic” banknotes of the applicant's detachable banknotes in accordance with the algorithm presented in FIG. 3.
According to FIG. 3, during a trade transaction, the buyer 10 of product 11.3 demonstrates to the seller his solvency in order of priority by representing the seller 1 1 from various storage places, for example, from the pockets of his jacket and trousers, the host 4 and guarantee 3 parts of “guarantee” money. Separate storage of parts 3 and 4 of banknotes provides protection against thieves - “pickpockets” due to the futility of stealing half the money from the pockets of individuals due to the physical impossibility of putting it into economic circulation without the second half of guarantee money. Alternate presentation to the seller of the goods of parts 3 and 4 of notes for comparing the denominations of 14, individual series 5, number 6 and border 7. A similar return to their owner of banknotes makes it impossible to replace them with "false" money. At the same time, the expediency of forging guarantee notes and manipulating their exchange disappears. Similarly, a reverse check of “delivery” is carried out - overpayments for goods excluding the possibility of delivery of “fake” banknotes to the buyer by the seller. The consequence of a sequential check of parts of banknotes during a trade transaction may be the automatic disappearance in the bazaar of carriers of criminal professions, such as "counterfeiters" and "cheats."
If the buyer doubts the quality of the goods, their weight quantity due to the “body kit” or “substitution” during the weighing and packing by the seller of the quality product to “unusable” for use, the operation “c” and “e” of the algorithm comes into effect (Fig. 3 ) deals. In this case, the seller 11 transfers to the buyer 10 his goods 1 1.3 and in addition - the “contractual” number of “guarantee” parts 11.2 of his personal banknotes as a “guarantee” guaranteeing the quality of the goods 1 1.3. At the same time, buyer 10 pays for goods 1 1.3 of seller 1 1 at its full cost by the “guarantee” parts 10.2 of its notes. During the “warranty” period, for example, two weeks, the buyer 10 checks the quality of the goods 1 1.3 and the security money 1 1.2, and the seller - the quality of the money 10.2 using machine-readable border identifiers 7 in the bank. In case of suspicion of “falsification” of money 10.2 or 11.2, the interested party submits it to law enforcement agencies for examination of the spectral composition of their material for falsification and, if necessary, for making a decision on initiating a criminal case on the fact of “counterfeiting”.
6. The goods and warranty parts 1 1.2 (Fig. 3c) and 10.2 (Fig. Zd) of banknotes of the seller 1 1 and buyer 10, which passed the “warranty” examination with the required quality, are then used to complete the goods transaction. At the same time, the buyer 10, leaving the goods 1 1.3 to himself, returns to the seller 11 the tail parts 1 1.2 of his security money (Fig. See) and transfers to him the owner 10.1 parts (Fig. Zzh) of money to the guarantee parts 10.2 of this money previously issued to the seller 1 1 with relevant identification numbers 5 and 6.
Thus, the use of guaranteed money in market trading according to Example 2 automatically ensures the integrity of the trade transaction between previously unfamiliar parties and the automatic disappearance in the bazaar of criminal professions related to theft of bills, counterfeiting, and also with the substitution of money and goods.
Example 3. The circulation of guarantee money in the service sector.
The algorithm for using guaranteed money in the service sector, including in construction without attracting bank loans, is generally similar to the “2” example in market trading (Fig. 3) with the parties changing from “seller” to “service provider”, and “buyer” - to the “customer services”.
The offer of operation “c” and “e” (Fig. 3) for the exchange of guarantee parts 10.2 and 1 1.2 of guarantee money forces the party “unusable” to the transaction to refuse to conclude an agreement already at the initial stage of the contractual relationship.
At the same time, the services of “financial pyramids”, “intermediary” organizations, and also legal entities and individuals who advertise “inaccurate” information about their professional knowledge and achievements in work, automatically drop out of the service sector.
Example 4. Circulation of guarantee money in the banking sector.
In the banking sector, the most important guarantee money circulation operations that provide increased protection for the latter from theft and inflation are:
- раздельное хранение хозяйских 3 и гарантийных 4 частей купюр (операция 1); - раздельная во времени или раздельным транспортом перевозка хозяйских 3 и гарантийных 4 частей купюр (операция 2); - separate storage of host 3 and guarantee 4 parts of banknotes (operation 1); - separate in time or separate transport transportation of host 3 and guarantee 4 parts of banknotes (operation 2);
-машинная сортировка и синтез (сборка) хозяйских 3 и гарантийных 4 частей купюр (операция 3) путем машинного анализа видимых идентификаторов и индивидуальной формы каймы 7;  -machine sorting and synthesis (assembly) of host 3 and 4 guarantee parts of banknotes (operation 3) by machine analysis of visible identifiers and the individual shape of the border 7;
- прием для хранения в банке «наличных» денег населения в виде гарантийных 4 частей купюр, с оставлением у населения хозяйских 3 частей (операция 4);  - reception for storing “cash” of the population in the bank in the form of guarantee 4 parts of banknotes, with the owner retaining 3 parts (operation 4);
- ограничение эмиссии электронных денег в региональных банках, количеством и суммой номиналов гарантийных 4 частей купюр краткосрочных или долговременных вкладов населения в банки под соответствующий минимальный процент дохода вкладчиков (операция 5);  - restriction of the issue of electronic money in regional banks by the number and amount of denominations of guarantee 4 parts of banknotes of short-term or long-term deposits of the population in banks under the corresponding minimum percentage of income of depositors (operation 5);
- уточнение процента дохода вкладчиков гарантийных денег как доли от доходов банка, полученных от кредитования промышленных предприятий и других коммерческих структур за счет средств вкладчиков банка (операция 6);  - clarification of the percentage of income of depositors of guarantee money as a share of the bank’s income received from lending to industrial enterprises and other commercial structures at the expense of bank depositors (operation 6);
7).  - return of income to bank depositors (operation 7).
Separate storage (operation 1) and transportation (operation 2) of host 3 and guarantee 4 parts of banknotes excludes theft of guarantee money due to the impossibility of separately introducing their components into the economic turnover. At the same time, the costs of guarding banks and transporting cash are sharply reduced, respectively, due to the possibility of separate storage of the components of banknotes, and because of the possibility of sending “guarantee” money by ordinary parcels or courier transport without armed guard.
Machine sorting and assembly (operation 3) of banknotes from the owner's 3 and guarantee 4 parts allows us to exclude access for service personnel to the whole (collected) bills at the cash processing terminal points, for example, at ATMs, and, therefore, thereby, reduce the likelihood of theft of guarantee money during loading and at the same time reduce the reliability requirements for bank employees. The consequence of this is an additional reduction in bank costs for servicing guarantee money.
Banking operations 4-7 allow you to:
- связать оборот наличных денег населения с контролируемой эмиссией и оборотом электронных денег, исключить возможность вывоза гарантийных купюр из страны без ведома владельцев хозяйских 4 частей купюр;  - to connect the cash turnover of the population with the controlled issue and circulation of electronic money, to exclude the possibility of exporting guarantee notes from the country without the knowledge of the owners of the owner's 4 parts of notes;
- ensure transparency in the circulation of funds in the banking sector, reduce inflation of banknotes and loss of bank deposits of the population due to the controlled emission and connection of the interest rate of the owners of 3 parts of banknotes with the income of banks from lending to third parties from household deposits.
In general, the indicated technical advantages of the proposed guarantee money allow us to solve the problem of increasing the reliability of protection of banknotes during storage and circulation of funds.
